    How art and technology sectors of Eindhoven can reinforce each other


    Baltan developed a validation tool to bridge the gap between art and technology sectors. This tool is part of an action plan for the Eindhoven region to support artistic and concept driven projects in their development. The tool is available below.

    Since 2018, Baltan has worked on an action plan for the Eindhoven region, focusing on supporting artistic and concept driven projects in their development towards implementation. This was part of the RegionArts project, and Interreg Europe project with six international partners. With inspiration from Good Practices from the consortium, Baltan developed a validation tool and an action plan, ready to be shared with the Eindhoven ecosystem.

    The Validation Tool

    The tool has been developed to bridge the gap between the art and technology sector, to stimulate the creative climate of the region and to gain insight into the difficulties for creative projects in their development phase. The goal is to establish a shared framework for facilitating a conversation between the creative and the technology sectors, policy makers and artists.

    In systematic interactions with our local stakeholders, Baltan concluded that the Eindhoven region needs a shared framework regarding arts and ICT projects. This will enable the stakeholders in the region to make a good estimate of the phase in which ideas and project are, what is needed to move forward and how to offer the right support, which projects are almost ready to enter the market and which projects can be characteristic of strengthening and propagating Eindhoven’s TDK (Technology, Design, Knowledge) profile.

    The primary part of the proposed framework is a validation tool for artistic and concept-driven projects in the fields of art, design, technology and societal issues. This tool foremost intends to initiate a constructive (learning) dialogue about the (further) development of a project between different stakeholders, such as artist/maker(s), intermediaries/financers, and policy makers. From their conversation, a joint picture emerges of the level on which the project is currently located and the possibilities to further mature it towards one or more final goals. This joint image provides validation for the projects and clarity on the possibilities for generating future impact.

    Different organizations and makers in the field attended the meetings and workshops. Among them were Gemeente Eindhoven, Kunstloc Brabant, Fontys, Brabant C, Morgenmakers, Eindhoven 365, Next Nature Network, Eindhoven Design District, Venturespring, Luscinus and Values of Culture & Creativity.

    Action Plan

    The Validation Tool is part of a bigger Action Plan for the Eindhoven region. This plan proposes policy actions that aim for the implementation of this Validation Tool into the TDK policy of Eindhoven. Baltan defined three actions. In the first the tool is introduced to the field with the aim of validating the tool and reaching acceptance of the tool. In the second action a new mapping of the value chain (and its gaps) is implemented in synchrony with the Validation Tool. The third action is the integration of the Validation Tool in the new Design Policy of the municipality. A download of the full Action Plan is available for free.

    About RegionArts

    The Interreg Europe program RegionArts aims to promote collaboration between art and ICT and how policy can contribute to this. Each partner will deliver a policy advise with recommendations to enhance art and ICT collaborations in its own region. The consortium consists of partners from: Italy, Croatia, Finland, Portugal, Belgium, Greece and the Netherlands. Within RegionArts, Baltan Laboratories focusses on the Noord-Brabant/Eindhoven region.
